The U.S. Senate passed the Reconciliation Bill on July 1, 2025, providing strong support for farmers by improving crop insurance, dairy programs, tax benefits, and agricultural trade funding.


In a landmark move for the U.S. agricultural sector, the United States Senate has passed the much-anticipated Reconciliation Bill—also known as the “One Big, Beautiful Bill”—with a tight 51-50 vote, thanks to a tie-breaking decision by Vice President JD Vance. This legislative package, hailed as a turning point by leading farm organizations, now moves to the House of Representatives for a vote before July 4.

This comprehensive bill includes vital support for farmers and ranchers across states like Iowa, Wisconsin, and California. Key financial reforms are at its core, offering an increase in the Death Tax exemption, permanent extension of Section 199A, and an enhancement of the Section 179 tax deduction—all aimed at ensuring the long-term financial stability of U.S. farms.

The bill also focuses on strengthening the safety net for producers by enhancing federal crop insurance affordability, an essential buffer against market and climate risks. Additionally, it doubles funding for trade promotion programs, creating global market opportunities for U.S. agriculture, particularly benefiting the dairy sector.

Of special interest to the dairy community is the renewal of the Dairy Margin Coverage (DMC) program through 2031, which now includes updated production history and premium discounts for extended coverage. It also mandates USDA funding for dairy processing cost surveys, integrates Inflation Reduction Act conservation dollars into future farm funding, and improves support for animal health.

Another highlight is the extension of the 45Z Clean Fuel Production Credit, supporting sustainable fuel innovation using feedstocks from the U.S., Canada, and Mexico—strengthening North American agricultural trade.

Organizations such as the National Corn Growers Association (NCGA), National Milk Producers Federation (NMPF), American Farm Bureau Federation, and American Soybean Association (ASA) have welcomed the bill’s passage, calling it a major victory for farmers and rural communities.

The bill is now expected to be voted on in the House before July 4. If approved, it will redefine the future of agricultural support in the United States.
