One of the USDA’s key focuses is to enhance access to seed germplasm, which is crucial for plant breeding. This initiative is part of a comprehensive strategy to increase diversity, competition, and resilience within the seed market. The USDA aims to expand the availability of high-quality seeds for U.S. farmers by promoting access to essential research tools and data. This effort follows recommendations from the USDA’s 2023 report, More and Better Choices for Farmers: Promoting Fair Competition and Innovation in Seeds and Other Agricultural Inputs. The USDA is also advocating for clearer patent disclosures regarding seed breeding history, which will facilitate research while safeguarding innovation.
In addition to seed market access, the USDA is tackling unfair practices within the meat industry. An interim report revealed a trend of increasing concentration in the beef market, primarily among the top four meatpackers. This report highlights issues such as hidden fees and anti-competitive pricing practices that contribute to inflated prices for consumers and limit market access for small producers. The USDA’s Agricultural Marketing Service (AMS) will continue investigating these practices and seeks public input on potential rulemaking options under the Packers and Stockyards Act of 1921.
To enhance transparency in cattle markets, the USDA is advancing rulemaking efforts aimed at improving price discovery and promoting fair trading practices. The AMS plans to publish an Advanced Notice of Proposed Rulemaking (ANPR) to address challenges related to Alternative Marketing Arrangements (AMAs), which some producers argue distort market pricing and reduce their earnings.
These measures are part of the Biden-Harris Administration’s broader efforts to counteract industry consolidation that has negatively impacted small family farms and contributed to rising grocery prices. National Economic Advisor Lael Brainard emphasized the administration’s commitment to fostering a more competitive agricultural economy, underscoring the need for fairer markets that support farmers and benefit consumers.
